摘　　要：中日甲午战争的爆发,是日本蓄谋已久的结果。所谓清政府"妄自尊大"与"中断韬光养晦政策"并非导致中日战争的直接因素。作为甲午序战的丰岛海战,清政府在付出巨大牺牲的同时,也在事实上挫败了日本联合舰队第一游击队偷袭牙山港的战略意图。此战中"广乙"舰管带林国祥的历来评价甚有值得商榷之处。"济远"舰悬白旗遁走也并非投降行径。对于方伯谦"掩罪邀功"的指责也是站不住脚的。Sino-Japanese has been the premeditated consequence by Japan for a long time, while the ＂self-conceit＂ and the stoppage of ＂keeping a low profile policy＂ are not the immediate reasons for Sino-Japanese War. The Toshima Battle as the first war in Sino-Japanese War was actually defeated by Qing Government though at the great cost in demolishing the Japanese military intention attacking Harbor Yashan of the first guerrillas of the Japanese Allied Ships. The writer considers that the comments on Lin, Guoxiang, the Captain of ＂Vessel GuangYi＂ should be paid more attention to, and that Vessel JiYuan＇s escaping with a white flag is not the act of surrender, therefore the criticism on Fang Boqian＇s cover sin to take credit is not quite reasonable.
