边疆多民族地区社会治理体系建设研究——以云南省德宏州为例

摘　　要：运用治理和善治理论,以系统论为研究工具,结合云南省德宏州社会治理的实践,分析边疆多民族地区社会治理的现状,建构一个政府、社会组织、宗教(民族)团体和人民群众等多元主体协同治理的体系,从而推进边疆多民族地区的繁荣与稳定。不论是出于现实社会治理需要,还是边疆国家安全稳定考量,政府都必须培育公民社会的发展,协同多元主体,行政价值目标从"善政"向"善治"发展。This paper, with the governing theory and the systematic theory as the study instru- ment, in combination with of the practice of the societal governance of Dehong prefecture, Yunnan province, intends to analyze the status in quo of the societal governance in the ethnic border region, constitute a multi-involved, allied system with the government, social organization, religious （ethnic） entity and the people, and thus promote the multiethnic border region＇s prosperity and stability. Whether to meet the social needs or maintain the state＇s security and stability, the government should cultivate the citizen society＇s development, collaborate among the multiplural subjects, and achieve the administrative goal for optimum governance.
