农村土地确权视域下的土地信托流转方式绩效评价与建议——以浙江省绍兴市柯桥区为例

摘　　要：近年来,创新土地流转模式,成为我国农村经济发展的一项重要课题。针对我国农村土地制度的特点,各地积极进行了土地流转模式的探索,2014年的中央农村工作会议也指出要创新机制、完善政策。浙江省绍兴市柯桥区(原绍兴县)在全国率先实行了土地信托流转制度,大胆地创新了农村土地流转方式,极大地促进了我国现代农业的发展。目前,全国农村土地承包经营权确权登记颁证工作已经展开,赋予了农民财产权,在促进土地流转方面有重要的意义。因此,本文结合AHP与模糊评价法对我国浙江省绍兴市柯桥区的土地信托模式进行绩效测评,以确定农村土地在确权之前的绩效水平,找出存在的弊端与不足,阐述了土地承包经营权确权对土地信托方式的影响,从而为政府在管理和引导土地流转提供有效的参考。In recent years, innovation in the mode of land transfer has become an important topic in the development of rural economy in China. Based on the characteristics of China＇s rural land system, every place has been actively explo- ring the mode of land transfer. In 2014, the Central Rural Work Conference also pointed out that it＇s necessary to innovate in the mechanism and improve the policy. Keqiao District （originally named as Shaoxing County） of Shaoxing City, Zhe- jiang Province was the first place to carry out the land trust and transfer system, which innovated in the mode of rural land transfer and greatly promoted the development of modern agriculture. At present, the work to clarify, register and certify the national rural land contractual management right has been brought into action, giving farmers the fight of property, which is of great significance to promoting the rural land transfer. Therefore, this paper applies the methods of AHP and fuzzy comprehensive evaluation to the performance evaluation of land trust mode of Keqiao District of Shaoxing City, Zhejiang Province in China, measuring the level of performance prior to the clarification of fight of rural land and finding out the deficiencies. It expounds the effects of clarification of land contractual management right on land trust, which aims to put forward some suggestions for government in the management and guidance of land transfer.
