摘　　要：我国目前高速公路建设日益增多,所带来的环境污染问题也越来越突出,通过分析我国高速公路建设环境管理机构的现状,并对存在的"机构缺失、权责不明、机构设置不合理、职能重叠"等问题进行了讨论,在借鉴国外环境管理经验的基础上,提出"横向区域管理、纵向三级管理"环境管理机构建设思路和模式,明确高速公路建设中环境管理机构的职责,构建纵向三级管理机构,探索实现公路建设项目环境保护管理工作的统一管理和统一指挥,从而提高环境保护工作效率,降低公路建设带来的环境污染。At present,more and more highway construction projects are conducted in our country,resulting in the problem of environmental pollution which is more and more prominent.The presence of environmental management institutions of China＇s highway construction has been analyzed.And the existing problems have been discussed such as＂absence of specific institutions＂,＂unreasonable--set organizations＂ , ＂ambiguity of power and duties＂ , ＂overlapping of functions＂and son on.Based on foreign experience of environmental management,the ideal and model：＂the transverse area management,longitudinally three -- level management＂for environmental management Institution--building has been introduced.By defining the duty of environmental management institutions of highway construction,constructing longitudinally three--level management to environmental management for highway construction,it could the environmental pollution caused by highway construction. institutions, exploring and realizing the unified management and command improve the efficiency of the work of environmental protection and reduce
