产权视阈下的城镇化与二元土地困局研究——以西安为例

摘　　要：城镇化发展中出现的二元土地困局是推进农村土地制度改革的一个重要诱因。通过分析我国特别是西安市城乡统筹规划中二元土地问题形成的原因,基于产权理论及土地产权属性的视阈,对西安土地改革的现状、问题及路径选择进行了梳理,最后从完善土地产权法规、建立城乡一体化的土地市场、坚持统一城乡土地管理、完善土地管理机制以及社会保障体系等方面提出了西安市土地产权制度改革的创新思路。The dilemma of dual land system appeared in the development oi urbamzat^on is an important incentive to push forward the reform of rural land system. Through the analysis on forming reasons of the di- lemma of dual land during the development of urbanization in China especially in Xi ＇an City, the present sta- tus, problems and path selection of Xi ＇an land reform were reviewed and analyzed based on the perspective of theory and property of rights. Finally, the innovative ideas for reform of Xi ＇an land right system were put for- ward from improving the land right laws, establishing the integrative urban and rural land markets, adhering to the uniform urban and rural land management, improving the land management mechanisms and social security system, etc.
