基于DEA二次相对效率模型的高校科研绩效实证研究

摘　　要：本文选取教育部直属的54所高校作为样本,利用因子分析法构建高校科研投入产出绩效评价指标体系,通过建立DEA二次相对效率评价模型,对2008-2010年间各高校科研投入产出的技术效率和管理效率进行分析。实证研究结果表明,我国部属高校科研资源利用的技术效率和管理效率均有较大提升空间。各高校应整合科研资源,优化资源配置,强化科研管理,正确处理好投入与产出、规模与效率之间的关系,以最小的科研投入获得最大的科研产出。We selected 54 central-affiliated universities as the decision making units. Factor analysis is used to design the input and output indicators for estimating the scientific research efficiency of every university. By constructing the binary relative effective model of Data Envelopment Analysis, using the data from 2008 to 2010, this paper evaluated the technical efficiency and the managerial effectiveness of the scientific research inputs and outputs in these universities. The empirical results showed that the technical efficiency and the managerial effectiveness of universities scientific research resource had a big promotion space. Universities should integrating research resources, optimize resource allocation, strengthen research management, properly handle the relationship between input and output, size and efficiency, with a minimum scientific research investment for maximum scientific research output.
