摘 要:以天门市为例,利用农用地分等定级及土地利用变更调查等数据,借助GIS技术,综合选取耕地自然质量、区位、社会经济和生态四方面的因素,采用层次分析法和德尔菲法构架评价模型,以探讨耕地红线空间布局。结果表明,天门市整体耕地条件优良,较少部分耕地条件较差无法纳入耕地红线布局范围。根据评价结果将耕地划分为Ⅰ级、Ⅱ级、Ⅲ级、Ⅳ级,其中将Ⅰ级、Ⅱ级区耕地划入耕地红线布局范围,共确定耕地区域128 330.62 hm2,占全市耕地总面积的76.24%。研究认为该评价模型能有效量化各影响因素,引入景观指数对生态指标进行量化,弥补了以往研究对生态方面刻画的不足,评价结果为县域耕地红线布局研究提供了科学可靠的依据。Taking Tianmen city as an example, the data of farmland classification and general planning of land use were used to establish an evaluation model with AHP method which considering four aspects of natural quality, location, social economy and ecology factors to explore the zoning approach of suitable areas for arable land minimum. The results showed that the construction conditions of cultivated land in Tianmen city were excellent overall. Less part of cultivated land was in poor condition and not included in the scope of arable land minimum. According to the evaluation results, the cultivated land was divided into grade Ⅰ, Ⅱ, Ⅲ, Ⅳ, in which grade Ⅰ and Ⅱ were classed as layout area of arable land minimum. 133051.02 hm^2 area of cultivated land was planned to red line area, accounting for 79.05% of the total cultivated area of city, indicating that the evaluation model could quantify affecting factors effectively. Using landscape indexes, this model made up the lack of ecological characterization in the earlier studies. It will provide a reliable scientific basis for studying minimum layout of county arable land.
