摘　　要：宋代监察制度最重要的特点是御史台秘密警察嬗变。台谏成为了皇帝直接掌握的政治侦查工具。"风闻"则是御史台构建社会情报网、控制朝野意识形态的最有效的工具。宋代台谏秘密警察嬗变的最显著的标志和证据,是高宗"诏皇城司并隶台察"。The most important feature of the supervision system in the Song dynasty was the evolution of the secret police of censorate. Proposal made by censortate became the political surveying tool directly controlled by emperor while hearsay was the most effective tool of establishing the social intelligence network and controlling the court and the commonalty by the censorate. The most prominent mark and evidence of the evolution of the secret police of censorate in the Song dynasty was that Emperor Gao Zong called for court police and controlled the censorate.
