多管齐下助推户籍制度改革

摘　　要：户籍制度改革是一项复杂的系统工程,要求农村推力、城市拉力与综合承载能力、社会治理能力等多重力量共同发挥作用。目前,完善的农村土地退出机制的缺乏、城市对农业转移人口的制度性排斥的存在、城市综合承载能力不强、社会治理能力欠佳等因素制约着户籍制度改革,为此,相关部门必须进一步完善农村土地制度和促进农业人口转移制度,提升城市综合承载能力,提升社会治理能力,多管齐下助推户籍制度改革。Reform of household registration system is a complicated project,which requires all kinds of forces,such as rural force,urban force,comprehensive capacity and ability of social governance,etc. At present,some aspects still have blocked the reform of it,for instance,perfect withdrawal system of rural land lacks,rejection of rural immigrants exists,urban comprehensive capacity is weak and ability of social governance is not good enough. Therefore,related departments must perfect systems of rural land and promotion of rural immigrants,promote the urban comprehensive capacity and ability of social governance,propelling the reform of household registration system with sorts of ways.
