摘　　要：自美国推行"两洋战略"以来,WTO被"边缘化"的观点频频出现。本文通过对WTO进行系统研究,认为:多哈发展回合止步不前是WTO陷入困境的重要原因;以美国为首的发达国家不断掀起的跨区域、跨大洋的一体化组织正在侵蚀着WTO的运行机制;各种双边、诸边和其他贸易安排的磋商与谈判对WTO形成了明显的冲击,WTO面临着前所未有的挑战。WTO究竟将何去何从?我国将如何选择,值得深入研究。Since the U.S. carded out the ＂two ocean strategy＂ ,the point that WTO has been ＂marginalized＂ appears frequently. According to systematic research towards WTO, this paper believes that the Doha development round coming to a halt is a vital reason for WTO getting into trouble. The integration organization of crossing the o- ceans which are constant of launching by American - led and other developed countries are eroding the operation mechanism of WTO. Consultations and negotiations arranged by various bilateral,plurilateral and other trade agree- ments, has formed an obvious shock to WTO, which has brought about unprecedented challenge to WTO. How the WTO will go on and how China will choose those will be discussed in this paper.
