摘　　要：传统对外经济发展方式下,"出口导向"战略对我国经济增长做出了巨大贡献。但以数量扩张为特征的粗放型对外经济发展方式,已无法适应经济发展的新要求,我国对外经济发展方式的转变势在必行。对外经济发展方式转变是物质利益关系的演化,随着利益关系的变化,各经济主体的行为也会随之发生变化,与此相适应的制度安排必须做出调整,并通过制定激励机制来保障制度的实施,如此才能增强对外经济的可持续发展能力。Under the traditional foreign economic development mode,＆quot;export-oriented＆quot; strategy has made great contribution to Chi-na’s economic growth. However,the extensive-type foreign economic development mode,which is characterized by quantity expan-sion,has been unable to adapt to the new requirements of economic development. Therefore,it is imperative that China transform its foreign economic development mode. The transformation of Chinaˊs foreign economic development mode means an evolution of the mate-rial interest relationships. With this evolution,the behaviors of various economic subjects change accordingly. Consequently,the rele-vant institutional arrangements certainly should make adjustments,and incentive mechanism should be adopted to ensure the implemen-tation of the effective system. In this way the ability of sustainable development of foreign economy can be enhanced.
