摘　　要：构建和谐警民关系是党的宗旨对公安工作的根本要求,是新时期加强公安队伍建设,提高执法水平的重要因素。在社会转轨和经济转型的历史时期,警民关系面临来自自身和外部的诸多困境。这些困境既有社会宏观因素,也有主观和客观原因。因此,必须通过多种渠道、采取多个措施构建和谐警民关系。The construction of the harmonious relationship between the police and the public is the ba-sic party’s requirement to the work of public security, and the important elements in strengthening the police team and improving the police law enforcement. In the historical period of social transition and economic transformation, there are many internal and external problems existing in the relationship between the police and the public. These problems not only have social macro reasons, but also have subjective and objective reasons. Therefore, we must construct the harmonious relationship between the police and the public through many channels and measures.
