档案馆在档案信息资源开发中的主体地位质疑——兼论用户在档案信息资源开发中的主体地位

摘　　要：档案信息资源的有序化工作,如编制档案检索工具、编辑出版档案史料和档案参考资料等,不能等同于档案信息资源开发工作,而应将其理解为档案信息资源开发的准备工作。档案信息资源开发有别于档案馆传统意义上的提供利用工作,它强调社会需求与用户的实际利用动机和利用行为对运用档案馆档案信息资源的作用。档案信息资源开发既包括对档案信息的获取、组织、加工和利用等一般形式,也包括利用档案信息生产新信息、新知识或新理论等高级形式。档案信息资源开发不仅是档案价值实现的条件,而且是档案价值实现的一种形式。档案信息资源开发的主体应是档案价值实现的主体。以此为基础,通过理论推导、范式分析和模型论证,得出两点结论:由于档案馆在档案价值关系中处在档案客体和用户需求之间,其对档案信息资源的开发并不能够直接实现档案价值,只是为用户利用档案信息资源实现档案价值奠定基础,提供条件,因而档案馆在档案信息资源开发中发挥的主要是基础性作用。由于用户是作为档案价值关系的需求方存在的,用户对档案信息资源的开发可以保证档案价值的直接实现,因而用户在档案信息资源开发中发挥的是主体性作用。The orderly working of archival information resources, such as compiling the archival retrieval tools, editing and publishing the historical archives and archival reference material, cannot be equated to the development of archival information resources, and it should be understood as a preparation for archival information resource development. The archival information resources development is different from the traditional provide-use work of archives , and emphasizes the interaction between the social needs and the user＇s use motivation and behavior and archival information resources of archives. The archival information resources development includes the general form, such as Acquisition, organization, processing and utilization of archives information, and advanced form, such as using archiw^l information to produce new information, new knowledge or new theories. The archival information resources development is not only a condition but also a form of archival value to achieves. The subject of archival information resources development should be the subject of the archives value realization. On this basis, through theoretical derivation, paradigm analysis and model demonstration, the article draws two conclusions： Because the archives are in archival Value relationship Between archives object and user demand and develop the archival information resources cannot be directly achieved Archives value and provide foundation and conditions for the use of archival information resources to value the archives ,the archives play a basic role in the process of archives information resources development. Because the users are the demand side in archival value relationship and develop the archival information resources can directly the archives value, the users play the main role in the process of archives information resources development.
