摘 要:为限制城市建设用地过度扩张并实现土地利用的多重目标,从土地利用效益和土地利用规模角度,构建基于多目标的土地利用规划模型,基于模糊决策理论,采用模糊折衷算法进行模型求解得到最优方案,融入决策者意愿,体现交互式特点。以2010年为规划基期,2020年为目标年,对滁州市进行实证研究,通过敏感性分析探讨模型应用的地域差异性。结果表明:1)滁州市现状土地利用效益较低,通过模型优化可使目标年土地利用得到明显改善。2)目标年,滁州市土地利用经济和社会效益的提高主要体现在耕地减少和城镇用地增加较多;生态效益的提高主要体现在耕地与林地面积较大,城镇用地增加较少。3)模糊折衷参数λ*是模型构建的核心内容之一,λ*取值不同决定不同土地利用方向。同时,λ*取值具有地域差异,应根据区域实际情况作出判断。该模型较以往规划整合更多重要信息,可有效指导土地利用规划,为城市土地利用提供科学依据。To realize the multi-objective goal for land use under the constraint of limiting the excessive expansion of urban con- struction land, from the perspective of land use benefit and land use scale, the multi-objective planning model for land use is de- veloped. The model could reflect the wishes of decision makers characterized by interaction based on the fuzzy decision theory, the fuzzy compromise algorithm is adopted to solve the model and get the final result. Finally, taking the base year as 2010 and the target year as 2020,Chuzhou is taken as an example and the optimal solutions for land use are got. Then, the sensitivity anal- ysis is performed, based on which the application of models in different regions is discussed. The result shows that the benefit of land use in Chuzhou is low at present and we can get a more rational land use pattern through the proposed model. As a result, the improvement of economic and social benefits is mainly caused by much reduction of the cultivated land and much increment of the urban land. The improvement of ecological benefits mainly results from more cultivated land and forest and small incre- ment of urban land. The compromise index λ* is the key to build the model which could determine the different land utilization direction and the value of λ* is different in different regions. Decision makers can acquire the corresponding solution by adjus- ting the compromise index in a certain range. In the end,we can find that the interactive model for smart land use is able to ac- commodate more important information providing the optimized schemes for land use which could instruct the land use planning effectively and provide scientific basis for urban land use.
