国内学术期刊体制改革的关键问题与对策

摘　　要：从管理机制、运行机制、竞争机制等方面概述了国内学术期刊体制状况,从出版制度、改革动力等方面分析了体制改革进展缓慢的原因,指出要解决的3个关键问题:国内学术期刊多而不强的问题;学术期刊出版严重滞后的问题;国内大量优质论文外流的问题。提出推进国内学术期刊体制改革的对策:建立学术期刊退出机制、优先网络出版、重构期刊学术评价机制、搭建学术期刊国际传播平台。The paper summarizes status quo of China’s academic journal system from aspects of management mechanism, opera-tional mechanism, competition mechanism, analyzes reasons of slow progress of system reform from publication system and reform’s motive power. It points out three key issues needed to be solved： the issue that China’s academic journals are many but not strong;the issue that academic journal publications seriously lag; and the issue that lots of high quality thesises are published abroad. The paper puts forward countermeasures to promote progress of China’s academic journal system reform： establishing academic journals’ exiting mechanism, giving priority to network publication, reconstructing journals’ academic evaluation mechanism, and setting up academic journals’ international communication platform.
