新疆承接国内产业转移的正负效应分析

摘　　要：本文通过文献研究,在对新疆承接国内产业转移正负效应进行描述性分析的基础上,构建了评价产业转移效应的投入产出模型,并以纺织业、电解铝业和装备制造业为例进行了实证分析。结果表明,新疆承接国内产业转移的经济效应和社会效应为正,生态效应为负,总体评价是正向效应大于负向效应。今后,应促进经济与环境协同发展,增强承接产业转移的可持续能力,加大南疆承接产业转移支持力度,并加强全方位人力资源开发力度,破除承接产业转移的劳动力瓶颈,进而促进区域经济社会的协调发展。This paper, through literature research, built the input -output model to evaluate the industrial transfer effect onthe basis of qualitative analysis of Xinjiang undertaking domestic industrial transfer. And then,it carried on an empirical analysiswith the textile industry,electrolytic aluminum industry and equipment manufacturing industry as an example. The results showedthat the economic effect and social effect of Xinjiang undertaking domestic industrial transfer was positive while the ecologicalbenefit was negative, the positive effect of overall evaluation is greater than the negative one. As a result, in the future ,it is of ne-cessity to promote the coordinated development of economy and environment, enhance the sustainable ability to undertake industri-al transfer,put more support in g undertaking industrial transfer in southern Xinjian,strengthen comprehensive human resourcesdevelopment, dispel labor bottlenecks in undertaking industrial transfer to promote coordinated development of regional economicsociety.
