摘　　要：大数据时代,数据资源的开发与利用具有重大的战略意义,各国对此纷纷实施政府CIO制度,以期推动数据资源的开发与利用。我国政府CIO制度建设起步较晚,虽已初步形成基本的CIO运行模式,但在组织结构上尚存在许多不完善之处。今后应加强政府纵向和横向协调,明确CIO的职能定位,完善政府CIO的运行程序和交流方式,以促进我国政府CIO制度的顺利实施。Data resources development and utilization is of great strategic significance in an era of big data. As a result,various countries have implemented Government CIO system to promote data resources development and utilization. Government CIO system in China started late and now has initially formed the basic CIO operation mode. However,it still has imperfections, espe- cially in the organizational structure. Problems such as unclear function positioning, imperfect operation mode, and so on, still exist. Therefore, in the future, it is of necessity to strive to achieve vertical and horizontal coordination of government, make clear the functions of CIO,improve Government CIO operation procedure and ways of communication to promote the smooth implementation of the Government CIO System in China.
