湖南花瑶挑花文化保护的法律思考

摘　　要：湖南花瑶挑花文化已被列为第一批国家级非物质文化遗产名录,其精湛的挑花工艺以及独特的挑花服饰蕴涵了瑶族人民特有的思维方式、想象力和文化意识。但由于《中华人民共和国非物质文化遗产法》规定的强原则性、地方保护条例的缺乏、保护规划的不具体、保护措施的不完善、执行力度的不到位等缺陷,使得湖南花瑶挑花文化出现了濒危的局面。应通过完善相关制度缺陷以加强花瑶挑花文化的法律保护。Cross - stitch Culture of Huayao in Hunan province has been identified as the first batch of state - level intangible cul- tural heritage. The superb stitch technology and unique stitch dress contains a peculiar way of thinking, imagination, and culture of the Yao people. However, due to the People＇s Republic of China Intangible Cultural Heritage Act provides strong principle, local regula- tions on the protection of lack of principle, protection plan not specifically, inadequate protection, ineffective enforcement has caused the Huayao Cross - stitch Culture faced endangered situations. So we should protect Huayao Cross - stitc Culture by means of the per- fection of the previously mentioned systems of legal protection.
