摘　　要：公共选择理论研究三个基本问题:利益集团追求自身利益导致政府失灵的必然性,在公共政策中的评价,在立宪民主中的运用。公共选择理论在中国运用受到局限是因为:中外政治环境不同,中外研究基础存在差异;中国的政治阶层的模糊性和利益集团的不明显化;国内还没有形成这一理论研究和发展的学派和大家;缺少研究这一理论的学术氛围。The article begins with a brief introduction of public choice theory and its methodology. Then analysis several questions about the public choice theory. The public choice theory has been limited use in China because： different political environment, there are differences at research base in China and foreign country; the ambiguity about political class and obvious interest groups in China; there are no schools formed to research and develop the theory; lacking academic atmosphere about the theory.
