“遗存县治”现状的再研究及其遗产价值——以浙江省为例

摘　　要："遗存县治"是县级行政区划变迁的政治(行政)聚落遗存。论文以浙江省为例,在历史地理研究的基础上,从遗产保护的视角分析了"遗存县治"遗存特点,认为"遗存县治"是中国传统政治(行政)文化和城镇规划思想的重要载体,即作为曾经的中国古代地方基层政治(行政)中心,遗存了丰富的地名遗产,保留了古代基层行政文化,反映了传统城市规划思想,保留了较好的传统政治(行政)城镇格局,仍能与周边山水环境融为一体,是中国(东方)农业文明背景下的聚落遗存代表,拥有较高的遗产价值。加强对"遗存县治"类小城镇的学术研究是挖掘和传承中国传统文化的重要方式,也为我国历史城镇遗产特别是历史小城镇遗产的申报提供了案例和方向。Remained county capitals, the political towns which is no longer a capital of the county that is moved or disestablished, is a result of historical evolution of the county administrative areas. Based on historical geography study and in the terms of heritage protection, this paper takes Zhejiang Province （浙江） as an example to discuss the characteristic of the remained county capital. It consid- ers that the remained county capital is the important carrier of the traditional political （administrative） culture and urban planning thought which is the former provincial basic political （administrative） cen- ter of ancient China. The remained county capital is the representative of the settlement remains with the background of agricultural civilization. It has plenty of toponym heritage, preserves traditional po- litical （administrative） culture, reflects traditional urban planning thought, preserves traditional po- litical （administrative） urban pattern and still blends into the surroundings. So the remained county capital has very high heritage value. The paper still considers that strengthening the academic study of the remained county capital is a very important way to dig out and succeed the Chinese traditional cul- ture. And the remained county capital is a good example for the historic urban heritage, especially smaller historic town to be nominated.
