摘　　要：伴随城市化进程,工业用地快速扩张和粗放经营造成的低效利用已经阻碍了城市的健康发展。查处企业低效用地的行为,需要客观科学地评价工业用地效能状况。在借鉴《开发区土地集约利用评价规程》的基础上,构建了二维工业用地效能评价指标体系,旨在从点到面分析低效工业用地的状况,理清低效用地的责任主体,监管和查处低效用地。这对提高工业用地的效能具有深远的现实意义。With urbanization,the quick expansion and inefficient use of city industrial land are blocking healthy development of city in our country.How to investigate and punish enterprises＇ inefficient behavior,an objective scientific evaluation indices for effectiveness be needed.On the basis of Evaluation Rules of Intensive Land Use in Development Zones,two-dimensional evaluation index system have been constructed. The purpose is to analyze land use effectiveness from point to surface,and sort out the subject of responsibility of inefficient use,which will help inefficient land behavior be administered. It has profound practical significance for improving city industrial land effectiveness.
