摘　　要：生态文明建设使发展低碳经济成为必然,低碳经济的特殊性使其难以仅由市场来自发调节,政府必须实施低碳监管来解决低碳"市场失灵"问题。要充分发挥低碳监管的作用,必须适应低碳经济模式下权利义务关系的新变化、适应低碳经济的风险性和满足其自身的低碳化要求。As rural grassroots site of national public service, village library has unique advantages. After a deep investigation of the construction of village libraries in Y City with the methods of questionnaires and interviews, it is established that in practice, village libraries tend to deviate from the track of public cultural service policy design, which is know as the problem of functional deviation. The tension between administrative logic and service logic is the main cause for such deviation. In order to solve this problem, village libraries should be embedded in public library network, cultural leisure network and village social relationship network of the county public cultural services so as to realize transitional development and meet the demand of rural residents＇ growing cultural life.
