公安综合情报部门的发展困境与战略转向

摘　　要：追溯公安综合情报部门面临的职能定位、组织模式、核心业务、信息资源、平台运行和目标导向等困境的根源,皆缘于公安综合情报部门的职能局限于追逃、破案等战术层面,而没有站在构建国家安全防范体系、推动现代警务改革以及顺应大数据时代需求等战略层面,凸显公安综合情报部门独有的地位和优势所致。力促情报主导警务模式的转变;构建"一体化主动式"情报体系;开辟公安综合情报部门的专属业务;充分挖掘大数据的潜在价值;搭建专业化的情报分析系统;推行情报主导警务机制,是推动公安综合情报部门战略转向的可行路径。When we track the root of integrated police intelligence department, we find some difficulties such as function orientation, or- ganization mode, core business, information resource , operation platform and goal orientation and so on. These questiones roots in tactical level limited by pursuiting evasion and solving a case. However we don＇t stand in strategic level such as building national security system, pushing on modem policing reform, adapting to Big-Data time. so we don＇t consider its particular standing and advantage of intergrated police intelligence department. Facing these questions, we must take some mearsures to improve intergated police intelligence department. Firstly ,The strategic transformation of integrated police intelligence department can be pushed on by promoting intelligence-led policing model. Secondly we must establish integrated proactive intelligence system. Thirdly we conduct core business of integrated police intelli- gence department. Finally we can set up the specialized intelligence analysis system and building intelligence-led policing mechanism.
