摘 要:为了加强风险源管理,保障饮用水水源地取水安全,以泰州市第三自来水厂饮用水水源地为研究对象,构建了包括风险源主体危险度、风险源控制机制、风险事故危害程度在内的风险源(直接排污企业、污水处理厂、码头)风险识别体系,在此基础上,结合水源地环境监管能力、水源地环境应急能力完善饮用水水源地综合风险评价体系。根据调查分析、专家小组法得到风险评价体系各指标分级标准、权重,以及风险源、水源地风险等级划分标准。依据评价体系,得到评价结果:(a)泰州市第三自来水厂周边有8个中风险源,无高风险源;(b)泰州市第三自来水厂水源地风险等级为低风险。In order to strengthen the management of risk sources and guarantee the security of drinking water source areas,the drinking water source area of the Taizhou Third Waterworks was used as a case study. A risk identification system for risk sources( such as plants discharging wastewater without treatment,sewage treatment plants,and wharfs) was developed considering factors including the hazard degree of risk sources themselves,the control mechanisms of risk sources, and the hazards caused by risk accidents. Furthermore, the water environmental integrated risk assessment system for drinking water source areas was improved by enhancing the environmental regulation ability and emergency response capability. Grading standards and weights of indices,as well as risk grade dividing standards of risk sources and drinking water source areas,were obtained from surveys and expert panel acts. On the basis of evaluation systems,the evaluation results were obtained:( a) there are eight middle-risk sources and no high-risk source around the Taizhou Third Waterworks,and( b) the risk level of the water source area of the Taizhou Third Waterworks is low.
