摘　　要：研究农业转移人口市民化成本的一个重要意义在于为政府间事权和支出责任划分提供决策依据。外来农业转移人口市民化成本包括义务教育、劳动就业、基本养老、基本医疗卫生、保障性住房以及市政设施六个方面。作为国家新型城镇化试点城市,广州在全国有一定的代表性,要把2013年广州所有外来农业转移人口全部市民化,政府需要投入6000多亿元,平均每个人13.3万元,占广州每年投入地方财政预算收入的23%以上。为此,从眼前看,国家应该建立财政转移支付与农业转移人口市民化挂钩机制;从长远看,要继续深化财税体制改革,使各级政府的财力与事权相匹配。Researches on the public cost of the rural immigration urbanization can provide basis for decision - mak- ing. As one of the country＇ s new urbanization pilot city, Guangzhou City has a certain representation. The public cost of rural immigration urbanization includes six parts： compulsory education, labor and employment, the basic pension, the basic medi- cal care and health, policy - based house and municipal facilities. To make all rural immigration urbanization in Guangzhou City in 2013, the government needs to invest more than 600 billion yuan, averagely the cost of every alien rural immigration is 133 thousand yuan, and the annual investment is more than 23. 3% of Guangzhou local financial budget income. Accordingly, the central government should establish a hook mechanism between financial transfer payment and the rural - urban immigration urbanization; but for a long term, the government should continue to deepen finance and tax system reform so as to make all levels government＇ financial power match their duties.
