Taking Hangzhou city for example, this essay applies two methods: one is material balance algorithm which is aimed to caleulate carbon emissions by human respiratory and fossil energy consumption, and the other is vegetation biomass method to calculate carbon fixation of the city ecosystem. The results show that: the land cover shows the trend that construction land has captured the farmland remarkably and the transformation speed still accelerates. The carbon budget is in the deficit and the balance of carbon could not be accomplished in Hangzhou City. Agriculture and forest are the most carbon fixation system of Hangzhou City, land cover changing from the agriculture to construction land is the main reason of carbon fixation loss of Hangzhou City and its districts. All the districts of Hangzhou City are in carbon deficit and the spatial pattern of it reduces progressively from east, west to middle. Per area carbon deficit is in state of rise except the Xiacheng District and the spatial pattern of it increases progressively from west, east to middle. Economic growth and CO2 emission is on a decoupling status of Hangzhou City and its Districts, and the carbon press on environment of economic growth declines.
