摘　　要：本研究以奥斯陆手册中的指标体系为基础,利用灰色模糊评判法和内核密度分析法,对21个样本城市的战略性新兴产业创新能力进行评价,并深入探究其内在演化规律及该规律在战略性新兴产业中的应用。研究发现:样本城市的战略性新兴产业创新能力发展遵循"蠕虫状"演进规律,也即遵循从Ⅰ区探头、Ⅱ区波动、Ⅲ区起伏、Ⅳ区收缩到Ⅴ区汇拢的复合演进过程,并且该演进规律在西安战略性新兴产业发展中得到了验证,为战略性新兴产业创新能力演化规律的研究奠定了良好的基础。On the basis of the index system of Oslo Manual and by use of the grey fuzzy evaluation method andthekernel density analysis method, this research made an evaluation to the strategic emerging industries＇ innovation capability and made an in - depth exploration of its inner evolution rules and their application in the strategic emerging industries. And the research found out that the strategic emerging industries＇ innovation capability development is a worm- like compound movement which consists of five steps：probes in Area I, fluctuates in Area If, undulates in Area Ⅲ, shrinks in Area Ⅳ, and gathers in Area V, and the movement is verified in the strategic emerging industry development in Xi＇ an, laying a sound foundation in the research of the strategic emerging industry innovation capability development.
