摘 要:同一负荷平衡区域内包含属于国家级、分中心、省级3种不同调度机构的电厂的现象在中国较为多见。由于各级调度的相对独立性,节能经济调度技术难以直接应用于多级联合调度,导致协调工作较为繁琐。针对上述问题,提出基于分层处理面向约束调整的多级计划协调模型。该模型以独立编制、联合调整为基本思路。各级调度首先根据各自平衡负荷以松弛部分约束为前提计算初始出力计划;通过在平衡区域内开展整体可行性分析,设置不同约束的调整代价;以调整量最小为目标构建面向约束处理的多级计划模型。将该模型应用于某省级电网,验证了模型可以在较少的数据共享条件下,实现多级协调安全约束经济调度,从而有效提高计划编制效率。The same load equilibrium region containing three different scheduling organs,i.e.the national,regional,provincial electric power dispatching centers of power plant are fairly common in China.Because of the relative independence at all levels of scheduling,it is hard to directly apply economical dispatch technique to the multilevel joint scheduling,resulting in cumbersome coordination.In view of the above problems,this paper presents a multistage plan coordination model for hierarchical processing based on constraint adj ustment.The basic idea of the model is independent formulation and combined adj ustment.First,all levels of scheduling should calculate the initial output plans with their,respective load balance to relax part of the constraints as the premise.The price for adj usting different constraints is set by making the feasibility analysis of the initial plans within the balanced region,while a constrained processing-oriented multi-level planning model is developed with minimum adj ustment as the obj ective.Application of the model in a provincial power network has validated the model”s capability of multi-level coordination,security constrained,economical dispatch with less data shared,and thus improving the planning efficiency.
