摘　　要：总结分析了当前严重影响和制约我国水电工程建设发展的主要疑难问题,即水电建筑市场主体存在垄断、当地相关利益方无休止诉求、相关行业行政主管部门盲目苛求、水电价格长期不合理等。结合当前我国水电工程建设实际,剖析了疑难问题产生的原因,有针对性地探讨了破解对策思路,即重建水电建筑市场主体竞争平台,避免行业垄断;试行利益捆绑式移民补偿方式,避免无休止诉求;科学建立水电项目决策等机制,杜绝资源浪费;建立市场起决定性作用的水电价格机制,还原水电建设应有的盈利能力。The main difficulties that seriously affect and restrict the hydropower development in China are summarized and ana-lyzed, such as the hydropower construction market monopoly, endless appeal of local stakeholders, overcritical demands from rel-evant administrative authority, unreasonable hydropower price. In the combination of practical condition of hydropower construc-tion in China, the causes of these problems are analyzed, and the thought and countermeasures to tackle these problems are dis-cussed, i. e, rebuilding the fair competition platform of hydropower construction market to avoid monopoly, piloting interests-bundled resettlement compensation to prevent the endless appeal, scientifically establishing the decision making system of hydro-power project to avoid waste, setting up the market-oriented price system to restore the profitability of hydropower construction.
