摘　　要：2013年以来,我国发布了一系列与炼油行业相关的国家政策、文件和标准,将给炼油行业的"十三五"规划带来深远影响。在产业发展的宏观层面,出台了石化产业布局方案、进口原油使用管理等政策,有助于推动炼油行业向规模化、炼化一体化、基地化和集约化发展,促进地炼企业优胜劣汰;在节能减排方面,出台了能源战略行动计划、石化节能减排指导意见等政策,指明了炼油行业推进节能减排工作的方向和途径;新《环境保护法》、《大气污染防治法》、《大气污染防治行动计划》、《水污染防治行动计划》等环保政策,对炼油行业水排放、二氧化硫排放、成品油质量升级进程等规定了具体指标和要求,将促进炼油生产过程清洁化和产品清洁化。In 2014 China's refining capacity's rapid growth continued,with its single-step crude processing capacity reaching 746 million tons per year, but the refinery operating rate of only 67.3% highlighted overcapacity issues. A series of refining industry related national policies, documents and standards have been issued since 2013 that have had a profound impact on the refining industry. At the industrial development macrolevel, introduction of the Planning and Layout Scheme for the Petrochemical Industry and policies on use, management, etc. of imported crude oil has encouraged the industry to scale up refineries, integrate refining and chemical businesses, and concentrate and intensify development, and has promoted survival of the fittest among local refineries. At the energy conservation and emission reduction level, publication of the Energy Development Strategy Action Plan, Guidelines for Energy Conservation and Emissions Reduction in the Petrochemical Industry, and other policies has pointed out the direction and ways for the refining industry to work on energy conservation and emission reduction. The new Environmental Protection Law of the PRC, the Law on the Prevention and Control of Air Pollution, the Action Plan on Air Pollution Prevention and Control, the Action Plan for Water Pollution Prevention and Control, and so on, against discharges in water and sulfur dioxide emissions, and specific targets and requirements for progress etc. in finished petroleum product quality improvement, will further cleaner production processes and products.
