摘　　要：简要介绍美国联网与信息技术研究开发计划,重点对诱导改变研发领域涉及的三个主题及其相关研究项目进行综述,指出从基础理论和系统架构层面加强可信网络、高保障平台、移动目标防御等技术的研究,建立主动防御、合作防御的信息安全保障体系,是应对新型网络攻击威胁的有效途径。The USA networking and information technology research program is briefly introduced, and three themes inducing change of research fields and corresponding research projects are overviewed in this paper. It is concluded that realizing information assurance architecture of active and cooperative defense according to basic theories and system frameworks to stengthen trusted ne）work, high as- surance platform and moving target defense technologies and so on, is an effective method to counter new network threat.
