摘 要:铜矿采选项目环境影响评价的重点之一为环境风险评价,环境风险评价的重中之重是尾矿库的环境风险评价,铜矿采选项目环境风险技术评估应遵循《建设项目环境风险评价技术导则》(HJ/T 169-2004)及《尾矿库环境应急管理工作指南》相关要求,结合环境影响因子,重点关注尾矿库、油库、炸药库的环境风险评价及防范措施,在车间、厂区和流域三个层级布设防控体系,制定环境风险应急预案,加强环境风险应急管理,避免环境污染事件发生或减轻污染事件的后果。One of important points of copper mining environmental impact assessment is the environmental risk assessment. Tailing pond environmental risk assessment is paramount. Copper mining environmental risk assessment technology should follow the regulations Technical Guidelines of Environmental Risk Assessment on Projects( HJ/T 169 -2004), and Tailing Ponds Envi- ronmental Emergency Management Guide. Combined with the environmental impact factors, environmental risk assessments and preventive measures on tailing ponds, oil depots and explosive magazines should be focused, and there levels of prevention and control system should be set up in workshops, plants and basins. Environmental risk contingency plan is formulated and environ- mental risk emergency management is enhanced. It is also need to avoid the occurrences of environmental pollution events and to reduce the effects of pollution events.
