创新安徽省乡镇基层政权建设研究

摘　　要：分析了农村基层政权建设与安徽省农村社会治理成效的关系指出,新时期安徽省农村基层政权建设存在如下困境:职能转换不到位、运作机制不顺畅;社会动员能力下降;社会服务能力下降;监督机制不完善。相应地,安徽省农村基层政权建设路径主要有:深化农村基层政权管理体制改革;加快农村基层政权社会参与机制建设;加快推进农村服务型基层政府建设;完善农村基层政权监督机制。The construction of rural grassroots political regime is related to the governance effect of Anhui province rural society. In the new period, Anhui province rural grassroots political regime construction dif- ficulties were as follows：functions conversion is not enough and operation mechanism is not smooth, the a- bility of social mobilization and social service is falling, supervision mechanism is not perfect. The path of Anhui rural grassroots political regime construction mainly include deepening the reform of the manage- ment system of the rural grassroots regime, accelerating the construction of rural grassroots regime social participation mechanism, speeding up the establishment of a rural service-oriented grassroots government and improving the supervision of rural grassroots regime.
