摘　　要：既有建筑节能改造市场健康发展离不开政策的有效运行,评价政策的有效性有利于政府科学决策。从政策自身效果、政策行政管理效果、政策执行效果三维度构建既有建筑节能改造政策有效性评价指标体系及灰色综合评价模型,对市场培育阶段政补贴政策、税收优惠政策的有效性进行实证对比评价,表明财政补贴政策更为有效。提出明确激励对象、拓宽激励范围、加大激励强度、创新激励模式等政策发展建议。The healthy and stable development of energy efficiency market in existing building can＇ t be separated from policies ＇ effective operation, and evaluating the policies effectiveness contributes to government decision - making scientifi- cally. This paper builds evaluation index system and the grey comprehensive evaluation model about policies effectiveness of energy efficiency in existing buildings from three dimensions ： effect of policy itself, policy administrative effect and policy implementation effect. It chooses the government subsidy policy and preferential tax policy at market cultivation stage for the empirical comparative evaluation. The evaluation result indicates that the former is more effective. At last, it puts forward policy development suggestions from the aspects of clearing incentive object, broadening incentive scope, increasing incen- tive intensity and innovating incentive mode.
