低碳化城市交通发展战略模式研究——基于苏州市数据的实证分析

摘　　要：低碳化交通是实现我国整体低碳经济战略的关键领域之一。运用低碳经济-低碳物流-低碳交通的分析框架,以苏州市为典型案例,具体分析苏州市交通发展现状及实施低碳交通战略的必要性与可行性,以及苏州市和相关城市交通发展过程中的存问题,提出其转变城市交通发展模式、优化城市交通资源配置的战略模式,论证其可持续、集约型、低碳化交通发展模式转变的方法与技术,分析并提出大力推进低碳物流、低碳交通的技术进步,改善交通环境、提高车辆能源使用效率,着力发展城市公共交通、创造低碳出行条件、发展低碳出行模式的相关政策性对策建议。Developing low - carbon economy has become a hot issue, and low carbon transportation is a key area of low ＂ carbon strategy. This paper has studied the case of Suzhou city in putting this strategy into practice. Firstly, we start with the connotation of low - carbon economy and low - carbon transportation. Secondly, by analyzing the current urban traffic situation and the urgent need of putting the low - carbon transportation into practice, we have put forward some suggestions, such as optimizing the allocation of transport resources, promoting the concept of circular economy and sustainable develop- ment, developing the public transportation and so on. What~ more, it is necessary to transform the current transport situa- tion from expansion - oriented to resource - conservation - oriented, and from an extensive pattern to an intensive pattern.
