摘  要:"中外联合培养博士生"项目作为国家留学基金项目,对我国高等教育产生了巨大推动,发展历程也进入到了新阶段,但同时也面临新挑战、新困境,这些困境涉及申请者与中外双方角力、国内各高校与留学基金委以及中、外双方的博弈与平衡,因此需要探索一条契合的道路以走出多重困境从而真正走向超越。The "Joint Ph.D. programs", sponsored by China Scholarship Council (CSC), has in the past given powerful impetus to China's higher education and has entered a new stage where there are new challenges and difficulties, among which there are contentions between the applicants with Chinese or foreign universities, domestic universities" relation with CSC, and the cooperation between Chinese and foreign institutions engaged in the programs. To better cope with the challenges and difficulties, there need to be a new path that better suits the current situations and that leads to higher levels of cooperation.
