摘　　要：承德拥有丰富的草原旅游资源,发展草原旅游对承德旅游业的发展具有重要的作用。本文在介绍承德坝上草原旅游资源特点的基础上,对草原旅游发展中存在的问题进行了客观的评价。探讨了草原旅游发展的保障措施:加大草原生态保护力度;完善草原生态旅游产品的开发;科学制定旅游容量;加强人才培养以提高服务质量。Chengde is rich in grassland touri sm resources which is important for tourism industry develop-ment. This paper makes a comment on the problems existing in the development of grassland tourism in Chengde Bashang area based on its resources features and presents the relative measures：strengthening the ecological protection, developing the tourism products, designing a proper tourist capacity and strengthen personnel training to improve the service quality.
