中部地区粮食补贴政策效应及其机制研究--来自湖北农户面板数据的经验证据

摘　　要：本文首先从理论上分析粮食补贴政策的影响机制,然后利用2006—2010年湖北农户面板数据实证检验粮食补贴政策效果。结果表明,补贴政策具有显著的增收效应,户均补贴每增加293元,农业收入增加548元,非农收入减少250元,农户总收入增加469元,纯收入增加268元;2008年补贴额度大幅增加后,补贴政策对水稻有显著增产效应。其影响机制表现为,粮食补贴显著增加粮食生产的土地与流动资金投入,而对固定资产投资、农业劳动时间投入的影响不显著或较弱;耕地面积及固定资产等物质资本多、地理位置偏远的农户,其亩均粮食产量、粮食播种面积、生产资金投入及农业劳动投入越多。This paper firstly analyses the effect of grain subsidy policy on farmer's production from the perspective of theory.Secondly,it tests the effect of grain subsidy policy using rural household panel data from 2006 to 2010 in Hubei.The main results are that grain subsidy has positive effect on income increase.293 yuan subsidy increased each household will make farmer gross income improve 469 yuan,net income improve 268 yuan,agricultural income improve 548 yuan,but make non-agriculture income reduce 250 yuan.After an increase of subsidy in 2008,it has remarkable effect on yield increase of the rice.Grain subsidy has positive impact on the sown areas and current capital inputs,while it has no impact or little impact on investment of fixed assets and labor forces.In addition,farmers with more abundant lands and fixed assets or in the more rural areas will gain more per mu yield,and input more sown area,current capital and working hours in grain production.
