美丽南宁建设背景下城市社区环境治理长效机制研究——以南宁市西乡塘区为例

摘　　要：推进美丽南宁建设,对城市社区环境进行治理是一项重要环节。在这个过程中,必须逐步建立起长效机制,才能保证城市社区环境治理工作有效运转,确保环境治理成果得以巩固且持续发挥作用。采用实证研究方法,分析开展"美丽南宁·整洁畅通有序大行动"以来,城市社区环境治理取得的成效及存在的问题,提出应当启动无物业小区整治试点工作,强化社区基础设施建设,加强社区环境参与式治理,加大对各种不文明行为惩戒力度,完善社区卫生保洁考核制度,以此推动社区环境治理长效机制建立。Promotion of beauty Nanning construction, a key section of governance of urban community environment, calls for gradual development of long-term＂ mechanism, which conttributes＂ to guarantee Of effective operation of governance ot urban community environment, consolidation and sustained function of environmental governance results. Using empirical research method to an^yze the effectiveness and problems in governance of urban community environ-ment since launching of ＂Beauty Nanning with Neat, Orderly and BarrierS-free Streets＂ campaign, the article suggests commencement of the pilot renovation of residential community without estate management, consolidation of the community infrastructure construction, intensification of participatory governance of community environment and the penalties for various uncivilized behaviors, and improvement of the assessment system for community health in an effort to promote the construction of long-term mechanism for governance of urban community environment.
