全球城市文化资源配置力评价指标体系研究及五大城市实证评析

摘　　要：文化资源是现代城市战略资源的核心要素,提升其配置力是城市文化发展的必然选择。该文的文献梳理表明,目前还没有系统性地开展文化资源配置力的研究,以及对应的城市文化资源配置力评估体系。因而需要结合中国未来全球城市发展和建设的紧迫性,以全球城市为视角,设计一套科学的指标体系和评价方案,据此量化评价全球城市的文化资源配置力水平。该文通过分解全球城市文化资源配置力的内涵,认为存在文化基础资源配置力、文化产业资源配置力、城市文化国际配置力、城市文化活力、城市文化吸引力和城市文化保障配置力等六类资源配置要素,设计了包含12个二级指标、52个三级指标的全球城市文化资源配置力评价指标体系。并运用熵值法对上海以及纽约、伦敦、巴黎、东京等四座全球城市的文化资源配置力水平进行实证评价。结果表明,四座全球城市持续保持相当高的文化资源配置力水平,而上海与它们相比尚有不小的差距,未来发展空间和潜力巨大。Cultural resources are the core elements of the modern city of strategic resources, enhance the ability to configure is the inevitable choice of urban and cultural development. Literature review indicates that there is no systematic research resource allocation cultural force, and the corresponding allocation of resources of urban cultural force evaluation system. Therefore, requires a combination of China＇s future urban development and construction of global urgency to the global perspective of the city, proposed and validated a scientific index system and evaluation program, pursuant to quantify the level of cultural resource allocation force global cities. The allocation of resources from the global cultural force cities connotation decomposition constituents. We designed a global urban cultural resource allocation index system which including 52 contains a set of three indicators 12 secondary indicators to evaluate six parts： cultural basis of resource allocation power, cultural power industry resource allocation, the city＇s international configuration of power culture, vibrant urban culture, urban culture and urban culture attractive force protection configuration. And through the use of entropy force level of cultural resource allocation, we select Shanghai , New York, London, Paris, and Tokyo four global cities for empirical evaluation. The evaluation results indicate that the allocation of resources and cultural force four global cities remain fairly tight levels, while Shanghai, compared with the global cities there are not a small gap, a huge space for development and future potential.
