摘　　要：水资源水环境数据资源整合共享和公开利用,是横跨众多行业、部门、机构、企业、社会团体的复杂问题,不仅涉及利益、产权、技术、安全,更涉及到管理机制、法律法规制度、标准规范体系等问题。主要综合介绍与法国水资源水环境信息共享管理及增值应用工作密切相关的法律法规情况、组织管理、技术标准、数据生产和增值服务等方面的主要机制特点,以期对我国水资源水环境数据资源共享开放利用改革发展有所裨益。Integration and sharing and open use of water resources and water environment information is a complex problem that concerns different industries, departments, organizations, enterprises and social communities. It includes not only the problems of benefits, property right, technologies and security, but also the ones of administrative regime, laws and regulations system and standard specifications. The article presents a comprehensive view about current management regimes of water resources and water environment information integrating and sharing in France, particularly covering main mechanism characteristics of laws and regulations, organization and administration, technique standard, data production and add-valued use. It is hoped to benefit to sharing, open, using, reforming and development of water resources and water environment data in China.
