摘　　要：随着通信技术的不断提高,通信手段越来越多,人们对通信要求不断提升,尤其是国家机关、事业单位及企业用户追求高效、低成本的通信手段,并希望将不同通信手段进行整合,形成一个统一的通信系统。通过对基于IP的统一通信系统的技术研究,了解其关键技术及创新点,同时结合水利部太湖流域管理局的业务现状,搭建一套智能化的基于IP的统一通信系统平台,实现经济高效的IP语音通讯,即时消息互通和视频协作会议等多种通讯方式和丰富功能的建设目标,更好地为太湖局日常办公、防汛调度提供技术支撑,为太湖局业务、政务等工作的开展搭建一个高效、便捷、功能强大的通信平台,提高工作效率,提升工作效能。With the continuous improvement of communication technology and emerging of a variety of means of communication, people pursue increasingly more efficient, lower cost means of communication, especially in government, public institutions and enterprise. And it is hoped to integrate different methods of communication into a unified communication system. Through technical research on IP-based unified communications system, it understands the key technology and innovation. Combined with the business of Taihu Basin Authority, an intelligent IP-based unified communication system has been built which brings about a variety of communication, including cost-effective IP voice communications, instant messaging interoperability, video conferencing, etc. The efficient, convenient and powerful communication platform improves work efficiency and provides better technical support for daily office and flood control.
