摘 要:为研究我国按《2006年海事劳工公约》(以下简称公约)规定的标准应对严格的港口国监督(Port State Control,PSC)检查问题,对新加坡有关船员的法律和政策进行梳理,并与公约中所要求的缔约国责任和义务进行比较.在新加坡实施公约的具体措施基础上分析其履约的特点,并进一步提出借鉴立法、合理利用三方专门委员会、合理调整行政权力格局等立法和决策建议,为公约在我国的适用和海员法立法提供理论支撑.In order to deal with strict Port State Control (PSC)inspection by Maritime Labour Convention 2006 (hereinafter called MLC for short)standards in China,Singaporean laws and policies related to seafarers are reviewed and compared with responsibilities and obligations of contracting states in MLC. Singaporean features of performing MLC are analyzed based on concrete measures performed by Singa-pore. Some legislative and decision-making recommendations are proposed such as adopting the legisla-tion pattern of Singaporean laws,rationally making use of Special Tripartite Committee and rationally ad-justing administrative power,which can provide theoretic support for the application of MLC and the leg-islation of seafarer law in China.
