摘  要:在分析耕地占补平衡对区域生态安全影响的基础上,利用"压力-状态-响应"(PSR)模型建立耕地占补平衡的区域生态安全评价指标体系,运用模糊物元分析法构建耕地占补平衡的区域生态安全综合评判模型,并以芜湖市为例作实证分析.结果表明:2005-2011年,芜湖市生态安全水平较为平稳,安全级别经历了由临界安全→不安全→临界安全的变化过程.总体来看,芜湖市生态安全形势仍不乐观.芜湖市需要继续控制非农建设占用耕地数量,加大高标准基本农田和农地整理项目实施力度,避免过多开发滩涂、苇地等未利用地;同时要充分重视补充耕地过程中相关工程的实施给生态环境带来的不良影响,采取生态环境保育型的土地整理方式和技术,提升芜湖市生态安全水平.On the basis of analyzing the impact of cultivated land occupation and compensation to regional ecological security balance, building the evaluation index system based on the pressure-state-response (PSR) model, using the fuzzy matter-element analysis method to build the comprehensive evaluation model of regional ecological security evaluation in the perspective of cultivated land occupation and compensation balance, and taking Wuhu as an example for empirical study. The results show: during the 2005 to 2011, the level of ecological security of Wuhu is relatively stable, undergoing the changing process from critical safety, unsafety to criticality safety. Overall, the ecological security situation of Wuhu is not optimistic. Wuhu needs to continue to control the number of arable land occupation, intensify efforts to implement the project of high-standard primary farmland and rural land consolidation. Avoid excessive development of mudflat and reed and other unused land. Simultaneously Wuhu should pay full attention to the implementation of related engineering which caused adverse effects on the ecological environment, adopt the methods and technology of eco-environmental care design in land consolidation, so as to promote the level of ecological security of Wuhu.
