摘　　要：建设法制化的国有资产管理制度,对于提高管理效益、保障国有资产保值增值,具有非常重要的意义。建议从国有资产管理基本原则出发,加强制度的系统性建设;以国有资产种类的体系为抓手,分类加强制度的规范化建设;抓住国有资产配置、使用、处置等环节,加强管理制度的强制性建设;着手国有资产管理制度的清理工作,增强管理制度的时效性。Legalization construction of the state-owned assets management system, to improve management efficiency and security of state-owned assets of value, plays a very important role. Recommendations proceed from the fundamental principles of state-owned assets management, to strengthen the systematic construction of the system; based on the kind of state-owned assets system as the starting point, according to systems of classification to strengthen standardization; to grasp the use and disposition of state-owned asset allocation process, to strengthen the construction of management system of mandatory; to proceed with the liquidation of state-owned assets management system, and to enhance the timeliness of management systems.
