摘　　要：浙江舟山群岛新区是全国首个以海洋经济发展为主题的国家级新区,充分发挥先行先试优势,重点突出陆海统筹发展、海洋开发保护和综合管理能力,探索建立了与现阶段新区开发开放相适应的行政体制。在全面深化改革背景下,舟山群岛新区还须以加快政府职能转变为核心,以经济功能区为纽带,以服务新区科学发展为目的,继续深化行政体制改革,努力建设人民满意的法治政府和服务型政府。Zhoushan Archipelago New Area is the first one in China focused on ocean economy. The New Area takes full advantage of early and pilot implementation policy to put priority on improving the ability of the coordinative development of the sea as whole, development and protection of ocean islands and comprehensive management. The New Area explores to set up relative administration system which suits the development and opening policy of the New Area at current stage. Against the backdrop of deepening reform in an all-round manner, the New Area should continue deepen administrative reform and try hard to build the government ruled by law and catering to people＇s need by accelerating the transformation of governmental function, developing economic function area and serving the scientific development of the New Area.
