摘  要:我国林业改革已经推进多年,但是主要集中在集体林权领域。当前,国有林权制度改革成为林业改革的重点。国家于2006年开始在黑龙江省伊春市尝试国有林权制度改革试点,取得的初步成效体现在:林业职工森林经营意识进一步增强,收入有所增加,森林资源集约经营水平进一步提高,森林资源得到有效的保护,促进了国有林区非公有制林业的发展。同时,政府财政收支状况得到改善。但因其复杂性、艰巨性,改革暂时处于停滞状态。制约和影响国有林权制度改革主要有政策、法律、制度、经济等因素。新形势下,大兴安岭林区国有林权制度改革试点在工作目标、模式、范围、内容、基本原则、保障措施等方面要有新的思路。Forestry reform has been advancing for many years in China, but mainly concentrated in the field of collective forest right. At present, the reform of state-owned forest tenure system becomes the key of forestry reform. The state began to try experiments on the reform of state-owned forest tenure system in 2006 in Yichun, Heilongjiang province here are the initial results: Awareness of forest management of forestry workers has further enhanced and income has increased. Intensive management of forest resources has further improved and forest resources have been effectively protected, promoting the development of non-public forestry in state-owned forest areas. At the same time, the government revenue and expenditure has been improved. However, due to its complexity and difficulty, the reform is at standstill temporarily. The main factors that restrict and influence the reform are policy, law, system, economy and so on. Under the new situation, the experiments on the reform of state-owned forest tenure system in forestry areas of Greater Khingan Range should have new ideas in working object, mode, scope, content, basic principle and safeguard measures, etc.
