摘　　要：通过对在新户籍制度改革背景下新型农村合作医疗和城镇居民基本医疗保险制度的必要性和可行性分析,让人们认识到逐渐实现这两种基本医疗保险的并轨,是体现社会公平正义、避免交叉浪费、增强抗风险能力和体现以人为本的需要。又因为这两者具有一定的相似之处加上有政策和法律的支持以及有一些可以借鉴的成功经验,两者的并轨是完全可行的。在此基础上找出实现这两者并轨要注意解决的问题,就是要最大限度地实现两者的优势互补,要最大限度地实现全覆盖,要最大限度地让农民受益。以便引起相关部门的关注及给相关部门的决策提供一定的借鉴。By analyzing the feasibility and necessity of the merger of the new rural CMS and the basic medical insur- ance system for urban residents in the background of the new reform of household registration system, people gradually realize that the merger of the two systems embodies social fairness and justice, avoids intersecting wastage, enhances the ability to resist risks and embodies the human--oriented need. And because the two systems have some common char- acteristics,and there are support from the policy and law and some successful experience, the merger of them is com- pletely feasible. To find out the problems to be solved is to maximize the advantages of both, to maximize the realization of the full coverage,and to maximize the benefits of farmers, so as to attract the attention of the relevant departments and to provide certain references for the decision--making of the relevant departments.
