摘　　要：利用定性方法,设计了高校图书馆管理战略模型,模型包括战略制定、战略实施及战略评价与控制3个基本组件,通过前期、中期、后期3个连续规划阶段的实施,确保这些阶段的最佳发展和执行,并通过核准、质量控制、沟通与参与这3个连接渠道把3个组件连成一个整体,旨在为高校图书馆克服在未来策略中可能面临的障碍提供指导。Using qualitative analytic method, this paper designs university library＇s strategic management model, which includes three basic components of strategic formulation, strategic implementation and strategic evaluation and control, and through the implementation of the three consecutive planning stages （early, middle and late stages）, ensures the best development and execution of these stages, and connects the three components into a whole through three connecting channels of the approval, quality control and communication and participation in order to provide the guidance for university library to overcome the obstacles that may be faced in the future strategy.
