摘　　要：科研院所作为科研力量荟萃之地,拥有很强的研究开发能力,本文研究了科研院所创新发展的影响因素,从院所资源条件、行业特性、制度环境等特征出发,构建具有行业差异的科研院所科研管理创新机制模型;同时采用多目标规划的方法,构建基于山东省创新发展科研院所科研管理的创新模式和创新机制,促进产学研相结合,加快科研院所科研成果的转化。Scientific research institute as a blend of scientific research strength, has a strong research and development capabilities, this paper studies the Scientific Research Institute of factors that influence the development of innovation, from the center of the resource condition, industry characteristics, institutional environment characteristics of, build a scientific research institutes of the difference between the scientific research management innovation mechanism model ; the multi - objective programming method to construct in Shandong Province Based on the innovation and development of Scientific Research Institute of scientific research management innovation mode and mechanism, promote the combination of production, study and research, accelerate research institute of scientific research achievements transformation.
